Soraya S. Diaz

President of CARING Housing Ministries

Soraya S. Diaz has more than three decades of experience in the affordable housing industry. She has served as president of CHM since July 2017. She began her tenure as director of operations in 1999. She has been responsible for the oversight of operations as well as a wide range of responsibilities which include interpreting and implementing regulatory occupancy requirements and budget development of the managed CHM communities. These communities have layered sources of funding which include a variety of HUD programs, State Low Income Housing Tax Credit, HOME funds, and California Housing Finance Agency. She has been involved in planning, program development and policy analysis, of new and current clients. She holds a bachelor of science degree in business.

Vanessa Lombardo

Director of Operations

Vanessa Lombardo has been working in the affordable housing field of service for more than 27 years. Since January 1, 2017 she has served as Director of Operations for CARING Housing Ministries. She is an experienced property administrator and supervisor having managed or supervised various affordable housing communities for CHM for more than a decade. Vanessa is a certified occupancy specialist and a certified tax credit compliance professional through the National Center for Housing Management. She has extensive experience in the following areas: resident eligibility, admission and occupancy policies, waiting list, rent calculations and restrictions, annual and interim certifications, income limits and unit transfers.

Barbara Schwerdt

Director of Training and Education

Barbara Schwerdt has been coordinating the training needs of CARING Housing Ministries' staff since 2001, and also develops curriculum and leads all training programs. She is both a tax credit and occupancy specialist who developed her expertise working with CARING Housing Ministries' core clientele, beginning in 1990 as an administrator at Pilgrim Tower. Everything from her educational background (she has a Bachelor of Arts in Deaf Studies with a minor in Gerontology), to her extensive experience in senior administration has led to her thorough understanding of the importance of proper staff training and education.

Joseph C. Miller

Director of Finance and Risk Management

Joseph C. Miller has been director of finance and risk management for CARING Housing Ministries since 2011 and has served CHM, Front Porch and other organizations in various executive administrative positions since 1999. He is responsible for creating and implementing policies that improve fiscal compliance, employee safety and resident care. Joseph holds a master of science degree in health care administration, a certificate in gerontology, and a bachelor of science degree in business administration as well as several professional licenses.
